I'm not sure you guys understand how amazon works...they have a specific thing going with eve where your amazon account can link directly to your EVE Online account. The PLEX comes directly from Amazon as a company - it isn't sold by a third party...

This error...is absolutely....annoying. I get it roughly once every 2 minutes now. I've tried every single fix I've found....the ports aren't blocked, eve isn't blocked...what the hell is causing this? Edit: Been happening for a week...

I actually had issues...so I ran the repair tool. It deleted half of the folders and then none of the .exe's worked.
